A Border Patrol supervisor is facing two counts of capital murder in Texas after a woman he was romantically involved with and her 1-year-old child were found dead.

An agreement between the USA government and Mexico clearly states that any Mexican citizens suspected of crossing the border illegally must be processed at a Mexican consulate, NBC News noted.

Immigration attorneys say that agents failing to follow proper deportation protocol is not new to the Trump administration, but they fear these incidents could become more frequent as agents have been given more power to enforce immigration law against non-criminal migrants.

"We are truly saddened by this horrific tragedy", Owens said.

Burgos-Aviles, who has been a Border Patrol agent for nine years, was being held without bail at the Webb County jail.

The footage - provided by the CBP agency to the news publication after a whistleblower flagged the video's existence - shows two U.S. border agents in uniform pulling a man into the Mexican side of the U.S. -Mexico border in Calexico, CA on March 27, 2017.

According to NBC News, the United States agents left the man in a park on the USA side of the border.

But the initial attempt at leaving him across the border, without documentation, prompted Mexican officials to alert the US Customs and Border Protection agency, which launched an investigation.

"In the video, our actions were not consistent with our normal procedures. Corrective action was taken to ensure all our agents understand their responsibilities of adhering to established processes, practices, and policies".

Immigrant-rights advocates say however that the incident is merely the latest sign of the "denigration" of civil rights at America's southern border with Mexico.
