The military called it a "clearance operation" against the terrorists, but the U.S. and the United Nations branded it an "ethnic cleansing" after the army's operation drove almost 700,000 Rohingya into neighbouring Bangladesh.

India also wants to see Myanmar to take steps as per the repatriation agreement signed with Bangladesh to resolve the crisis.

The army in January made a rare admission that its soldiers had killed 10 Rohingya villagers who were captured and accused of being "terrorists" during insurgent attacks previous year in Inn Din village in northern Rakhine.

Mueller was granted rare access in Myanmar, allowed to visit the most affected areas in Rakhine state, and met army-controlled ministers of defence and border affairs, as well as de-facto leader Aung San Suu Kyi and other civilian officials.

Myanmar has repeatedly said it has completed the groundwork to accept back Rohingya refugees.

The country's security forces carried out a brutal crackdown against the minority group in the state.

"If the process goes according to the agreement between Bangladesh and Myanmar and if the refugees filled out the forms according to the agreement, it shouldn't be delayed", he told Radio Free Asia in an interview.

Myanmar says its forces have been engaged in a legitimate campaign against Muslim "terrorists".

The UN has described Myanmar's act of driving almost seven hundred thousand Muslims to Bangladesh as ethnic cleansing.

Asked whether she believed in government assurances the Rohingya would be allowed to return to their homes after a temporary stay in camps, Mueller said: "I'm really concerned about the situation".

The United Nations had said the scorched-earth operation, which has left hundreds of villages burned to ash in Rakhine state, amounts to "ethnic cleansing".

Myanmar officials have said the villages were bulldozed to make way for refugee resettlement.

On Monday, the prosecutor of the International Criminal Court said the court was seeking a ruling on whether the court has jurisdiction over the "alleged deportation of the Rohingya people from Myanmar to Bangladesh".
