Two City Council members placed in handcuffs at deportation rally

He received a stay-of-removal in 2011 and has since been subject to prosecutorial discretion, which allows an agency or officer to figure out how to handle individual cases on a yearly basis-and which prevented his expulsion again in March. As in Ragbir's case, immigration authorities had for years allowed Montrevil to continue to live and work in the U.S. while he was trying to clear a challenge to his immigration status related to a decades-old conviction for selling drugs.

Ragbir's lawyer submitted a request for what is called a stay of removal, basically a hold on his removal order, while his legal case is pending.

Following a group prayer, Schaper, who works closely with Ragbir, remained resilient, asserting the strength of her surrounding community.

Ragbir is married to Amy Gottlieb, an immigration advocate for American Friends Service Committee.

Ministers and supporters regularly went to check-ins with Ragbir.

In a statement, an ICE spokesperson said that over the last 12 years, Ragbir's immigration case "has undergone extensive judicial review at multiple levels of the nation's judicial system, including both immigration courts and federal appeals courts".

He is married to Amy Gottlieb, a US citizen and fellow immigration activist, but has been unable to regularize his immigration status through marriage because of his prior conviction.
