European Union wants world's fastest supercomputer by 2023 for €1B

Under the plans, a new EuroHPC Joint Undertaking will be established to lead on the acquisition and operation of four new supercomputing machines - two of which will be "world-class pre-exascale" machines, and two which will be "mid-range".

In a statement laying out its plans, the Commission said initial work would concentrate on developing machines that match the computational capacities of the world's most powerful machines.

The European Commission has announced a plan to invest Euro 1 billion of public funds in improving the EU's infrastructure for high-performance computing. That poses a risk that sensitive personal information, trade secrets and other data could leak or be stolen. It is a tough race and today the EU is lagging behind: "we do not have any supercomputers in the world's top-ten", Andrus Ansip, European Commission VP for the Digital Single Market, said.

Brussels says it will help develop artificial intelligence and applications to improve health, security and engineering, plus help forecast hurricane routes and simulate earthquakes.

The initial €486 million to be contributed by the EC represents a significant increase over the amount that was previously being considered.

"Supercomputers are already at the core of major advancements and innovations in many areas directly affecting the daily lives of European citizens". The EuroHPC Joint Undertaking aims to acquire systems with pre-exascale performance (a hundred million billion or 10 calculations per second), and support the development of exascale (a billion billion or 10 calculations per second), performance systems based on European Union technology, by 2022-2023.

The third is that, according to an FAQ about the project, "The European HPC technology supply chain is weak and the integration of European technologies into operational HPC machines remains insignificant". HPC is also used for preventing and managing large-scale natural disasters, notably for forecasting the paths which hurricanes follow or for quake simulations. It plans to first acquire machines that can compete with current top supercomputers, then develop its own exascale machines by 2023. These countries agreed to build a pan-European integrated exascale supercomputing infrastructure Other Member States and associated countries are encouraged to sign the EuroHPC declaration. To-date, 13 countries have done so - Belgium, Bulgaria, Croatia, France, Germany, Greece, Italy, Luxembourg, the Netherlands, Portugal, Slovenia, Spain and Switzerland.

Supercomputers are a crucial research tool for medicine, aviation, robots and weapons, but there are only three dominant players: The US, Japan and China.
