South Africa was expected to be awarded the tournament for a second time after being named as the preferred host nation by World Rugby's independent review, but France instead won the vote of member nations.

Whilst Ireland proposed four more stadium locations than South Africa - and three more than France - the GAA grounds which were significant to the bid were largely ripped apart in the advisory.

The country is up against favourites South Africa and France.

The final decision lies in the hands of the World Rugby Council who will vote on the recommendation in London on Wednesday.

Both Ireland and France went on an offensive following World Rugby's technical report.

The first round vote saw Ireland knocked out of the process with just 8 votes from a possible 39 canvassed countries.
