'Supergirl' activist condemns 'undemocratic' European Union for shutting down anti-Brexit protest

Brexit talks are deadlocked over money, the EU's Michel Barnier says as he rules out discussions on future trade being launched by European Union leaders next week but spoke of possible progress by December.

At the centre of the deadlock - a phrase United Kingdom officials were reluctant to use - is that the European Union wants to see guarantees on what the United Kingdom is willing to pay, while the United Kingdom wants the European Union to move first by beginning talks on the future before London reveals its hand on the money issue.

However, Barnier said there had been progress in other areas, including citizens' rights, and he hoped there will be positive developments within the next two months.

However, Theresa May has held firm on her position that the United Kingdom will honour its commitments only once it secures assurances from Brussels over the breadth and nature of a future partnership.

Mr Barnier's comments, which appear to be as much aimed at EU27 leaders as Britain, came after his counterpart made his most open plea yet for the bloc to alter its negotiating stance.

He said the interpretation of rights must be "genuinely consistent" between the United Kingdom and the EU after Britain quits and suggested they must be applied through the European Court of Justice.

From the EU's perspective, "there's no question of making concessions". However, several member states oppose this.

"But today I can confirm that we want to reassure those European citizens living in the United Kingdom that their rights and status will be enshrined in UK law by the Withdrawal Agreement", Davis added.

The European side made the point repeatedly that the onus was on the U.K.to unlock talks and that while "decisive progress is within our grasp in the next two months" it was entirely up to Prime Minister Theresa May's team to bring its political firepower.

Barnier described the stalemate as "very disturbing" and added that he was advising leaders that not enough progress had been made to move on to trade negotiations. "We look forward to moving on to being able to talk about that".

Hammond said it's conceivable "there will be no air traffic between the United Kingdom and the European Union on the 30th of March 2019, but I don't seriously think anybody believes that is where we will get to".

On the latter issue differences still remain over the European Court of Justice's role in guaranteeing those rights, family unifications and the exporting of United Kingdom benefits.
