North Korea takes advantage of poor enforcement of sanctions, says United Nations committee

Frustrated that China had not done more to rein in North Korea, the Trump administration was mulling new sanctions in July on small Chinese banks and other firms doing business with Pyongyang, two senior USA officials told Reuters.

The United States is attempting to "strangle and completely suffocate" North Korea, the country's Foreign Ministry said, and Pyongyang "shall make absolutely sure that the USA pays due price".

If China doesn't implement the United Nations sanctions regime it has backed, "We will put additional sanctions on them and prevent them from accessing the USA and global dollar system", Treasury Secretary Steven Mnuchin said on Tuesday at a conference broadcast on CNBC.

Beijing for its part also asked all parties involved in the resolution of the crisis on the Korean Peninsula to reconsider its "double freeze" initiative, suggesting that Pyongyang halt its nuclear program in exchange for Washington and Seoul suspending joint military drills, Foreign Ministry Spokesman Geng Shuang said Tuesday.

"We are not looking for war".

Indeed, Beijing has warned that rhetoric from both sides - the USA has threatened military action against North Korea - is making things worse. "The choice is theirs". Back in August, the United Nations banned North Korean exports of materials such as coal and ore.

Russian Federation has argued that sanctions aren't working and President Vladimir Putin expressed concern last week that a total oil cutoff could hurt the North Korean people.

In July, after Pyongyang warned it might fire missiles toward Guam, President Donald Trump threatened to rain "fire and fury" on North Korea.
