The UN Security Council unanimously agreed on Monday on new sanctions against North Korea, imposing a ban on the state's textile exports and capping its crude oil imports.

The North says it needs nuclear weapons to protect itself from "hostile" USA forces and analysts believe Pyongyang's weapons programme has made rapid progress under leader Kim Jong-Un, with previous sanctions having done little to deter it.

Washington and its allies say these legitimate defensive measures are not comparable to the North's threatening nuclear program that has been banned and sanctioned by the United Nations Security Council. North Korea earned about $752 million from the industry previous year. "The version on the table is strong, it is robust".

"My delegation condemns in the strongest terms, and categorically rejects, the latest illegal and unlawful UN Security Council resolution", Song said.

Prior to the approval, Trump and the US treasury secretary threatened to impose unilateral sanctions against any country that trades with North Korea if the Security Council was unable to come to an agreement.

"It was stressed that such steps contradict the principles of global non-proliferation and create a serious threat to regional peace and security", the Kremlin said in a statement after the leaders' telephone conversation.

"This is a compromise in order to get everybody on board", French U.N. Ambassador Francois Delattre said of the draft.

North Korea was condemned globally for its latest nuclear test on September 3, which it said was of an advanced hydrogen bomb.

U.S. State Department and Treasury Department officials testified to the House Foreign Affairs Committee about the U.S. pressure campaign against North Korea's rapid progress toward a nuclear weapon that could strike America. A limited oil embargo and a ban on textile imports were placed as part of the measures although the final resolution was watered down from the initial tougher proposal by the US. This is the first time that oil has been included in sanctions against the North, but this resolution was considerably milder than the extremely harsh original version drafted by the United States, which would have placed an embargo on crude oil and sanctioned North Korean leader Kim Jong-un personally.

Pyongyang warned the United States on Monday that it would pay a "due price" for spearheading efforts on UN sanctions.

The council banned North Korean textile exports, an important source of hard currency, and capped its imports of crude oil.

Russian Federation and China opposed certain conditions in the draft resolutions, opening a new round of negotiations which concluded with a decision to curtail crude oil sales to the Communist state rather than prohibiting it completely.

Instead North Korea used the day which marks the country's 69th anniversary to call for a nuclear arms build-up, in defiance of mounting worldwide sanctions.

"The world will witness how the DPRK tames the USA gangsters by taking a series of actions tougher than they have ever envisaged", said a government statement carried by the KCNA news agency. It flew a powerful new midrange missile over northern Japan last month while declaring more missile tests targeting the Pacific Ocean.
