He informed that 85 lakh dealers in the country have registered under GST and a time frame is fixed to resolve procedural issues in filing GST returns. "We have kept long deadlines for GST filing".

Revenue Secretary Hasmukh Adhia absolved Infosys, the vendor for GSTN, of any blame for the numerous GSTN-related glitches, saying that they are delivering "very well".

Infosys has not failed When asked whether Infosys had failed in providing competent services, Adhia said: "They have not failed. It's just that initial hiccups and other issues have to be sorted out".

"As the new tax regime is being implemented only since July 1, with filings, posting invoices, making payments and returns entirely online through the GST Network (GSTN), there are bound to be glitches in the initial days, which we are trying to address them on fast track", said Modi after chairing the GoM's first meeting here.

Modi, who heads the ministerial group, said that even though trials for the IT system were done, but "when you take the bull by the horn, then you face the issues". He has informed that 47 lakh dealers had filed 3B summery returns in July and in August over 3 lakh dealers have filed summery returns.

The GoM also urged taxpayers to avoid waiting until the last date to file returns, explaining that the practice leads to heavy traffic on the portal and stalls the system.

The Bihar Deputy Chief Minister and Finance Minister, who chaired a meeting that lasted for almost two hours, told reporters after the meeting that efforts were being made to solve 80 % of glitches in GSTN by October 30.

A total of 23.18 lakh new dealers have registered under GST.

Modi said discussions involving more than 80 officials of state governments, tax consultants, tax experts and big companies were held on Friday.

The Goods and Service Tax Council group of Ministers on Saturday chose to have a review meeting every 15 days to assess the improvement of various issues besides sharing information on a daily basis. "There is no largescale failure on the part of Infosys", said Adhia.

In the next meeting, they will discuss the decisions taken in Saturday's meeting, the timeline and the plan which has been planned to resolve the issues. "Don't wait for the last date", said Modi. GSTR-3, which is the match of GSTR-1 and GSTR-2, was needed to be filed by September 30. "The attempt was to work around the difficulties to eliminate problems, leading to better understanding of all stakeholders". "So, for 6 months people have to file their self-assessed summary return by 20th of the next month and there is not going to be any extension of time as far as 3B is concerned", he said.
