Donald Trump is likely to visit China in November, says USA official

"New Zealand has identified the support that we can provide on sanctions implementation in the Pacific".

She said the USA doesn't take pleasure in strengthening sanctions and reiterated that the U.S. does not want war. "We are not looking for war", US Ambassador to the United Nations Nikki Haley told the council after the vote.

"Today we are saying the world will never accept a nuclear armed North Korea", she said.

"Because of uneven, and sometimes nonexistent, global implementation, North Korea shrugs off the practical impact of many restrictions, and is still exporting prohibited goods such as weapons, minerals, and statues", Billingslea said. Almost 80% went to China.

The latest sanctions also ban joint ventures with North Koreans, along with technology transfers and other economic cooperation.

"This ban will eventually starve the regime of an additional $500 million or more in annual revenues".

How advanced is North Korea's nuclear programme?

"But those sanctions are nothing compared to what ultimately will have to happen".

He also said that the administration of President Donald Trump should start considering deploying nuclear weapons on the Korean Peninsula. Kim appears to be in a mad rush to obtain an operational ICBM and hydrogen bomb, though with his current missile and nuclear arsenal he has already achieved mutual deterrence with the United States.

The NSCC also said the xenon traces detected had no impact on South Korea's environment and population.

Another source in China's Liaoning Province noted the North's oil price has risen higher than that of China.

A USA official, familiar with the council negotiations and speaking on condition of anonymity, said North Korea imported some 4.5 million barrels of refined petroleum products annually and 4 million barrels of crude oil.

Meanwhile, Chinese Ambassador to the UN Liu Jieyi said Beijing hopes the United States would not seek regime change for North Korea or measures that would ensure the regime's collapse.

The resolution was only passed unanimously after North Korea's allies Russian Federation and China agreed to softer sanctions than those proposed by the US.

The United States and its allies argue that tougher sanctions will pile pressure on the regime of Kim Jong-Un to negotiate an end to its weapons programme but experts are sceptical about whether they will curb Pyongyang's nuclear drive. Trump has vowed not to allow North Korea to develop a nuclear missile capable of hitting the mainland United States.

In a meeting with reporters at the Blue House press center, National Security Office First Vice Chief Lee Sang-chul said the resolution was "achieved very quickly, just nine days after North Korea carried out its nuclear test".

The latest resolution contained new political language urging "further work to reduce tensions so as to advance the prospects for a comprehensive settlement".

The draft had also called for a ban on North Korean overseas laborers, but the approved resolution included some caveats.
