Philippines President Vows to Never Visit 'Lousy' America

"There will never be a time that I will go to America during my term, or even thereafter", said Duterte. She is leading a senate probe into extra-judicial killings in Duterte's war on drugs.

In December, he admitted to have had suspected criminals killed when he was mayor of Davao City. Duterte declared Martial Law in Mindanao province and his forces have been trying to recapture the city for weeks.

Massachusetts Congressman James McGovern said Duterte should never have been invited and threatened to lead protests should the Philippine leader decide to visit. The campaign has drawn worldwide condemnation from human rights groups, as well as from the European Union and the Obama administration.

His strong-worded comment was in essence hitting back at U.S. lawmakers opposed to the prospect of his visiting the White House.

"I think it is important for members of Congress in a bipartisan way to make our concerns known loudly and clearly. They have many human rights violations", he added, referring to U.S. troops fighting in the West Asia.

Speaking on Thursday at a congressional inquiry into the war on drugs in the Philippines, McGovern, co-chair of the U.S. House's Tom Lantos Human Rights Commission, said Duterte could expect many protesters, including himself, should the Philippine leader visit the U.S. upon Trump's invitation.

"I've seen America and it's lousy... it would be good for the US Congress to start with their own investigation of their own violations of the so many civilians killed in the prosecution of the wars in the Middle East", he added.

Meanwhile, the Embassy of the Philippines in Washington submitted a letter to McGovern echoing Foreign Affairs Secretary Alan Peter Cayetano's opening statement during the Philippines' Universal Periodic Review before the United Nations Human Rights Council last May.

"Otherwise I would be forced to investigate you also".

"Explain to me why a hospital was bombed with all the technology and children and the patients being killed before you start to investigate me".

Launched at the beginning of President Duterte's term past year, the drug war has resulted in anywhere from 7,000 to 12,000 deaths, a number that includes several children considered as "collateral damage" by the police.

"I certainly believe very strongly that a man with the human rights record of Mr. Duterte should not be invited to the White House". He did not say when.

A leaked transcript obtained by the New York Times quoted Trump as commending Duterte for his "unbelievable job on the drug problem".
