Southeast Arkansas Sees Heavy Rain As Cindy Passes Through

Rain bands spinning off of Tropical Depression Cindy spread drenching rains across the Southeast and into the Midwest on Friday, triggering scattered flash flood warnings in several states including West Virginia, whose residents are still recovering from deadly floods one year ago.

Cindy was about 40 miles (65 km) northwest of Lake Charles, Louisiana, with maximum sustained winds of 40 miles per hour (65 km/h). Up to eight inches of rainfall was expected in Mississippi, Alabama and Florida through Friday morning.

The storm put millions under high alert of "life-threatening flash flooding" since Tuesday and already has claimed at least one life.

Baldwin County Sheriff's Office said Nolan McCabe of St. Louis was playing with a large log in the surf outside of a condo when a strong wave slammed the log into his head, causing severe facial injuries and crushing his skull.

In coastal Hancock County, Mississippi, more than 300 streets were flooded, CNN affiliate WVUE-TV in New Orleans reported, citing emergency management officials.

"If one of those rafts comes in contact with you, or you try to break it apart, it will likely disperse and crawl up you", he said. "There could be a foot of water that's unforeseen".

In Mississippi, Biloxi declared a state of emergency because of the flood risk.
